why something carried by a ship is called cargo and if it's carried by car it's called a shipment?

Cargo and Shipment are not the same thing so don't confuse yourself, cargo is a subset of shipment. Something carried by plane is also called cargo. Something carried by truck is also called cargo. The correct sentence formation would be "shipment of cargo". The collection of individual articles for shipment is known as cargo.

In older days most of the export import was done using big ships. So we say "Shipping" or "Ship the Item" even when we do it using a Car.

The day we started using Airplanes to carry our goods, we named it as "Cargo" or "Cargo Airlines" and "Cargo Ships" for shipping by sea.
